NISS Portugal: Your Social Security Number, Explained (2026)

The NISS is the number that lets you work legally in Portugal. It's free, it's not the same thing as the NIF, and getting it is simpler than most guides make it sound, as long as you use the right channel for your situation and don't skip ahead in the paperwork chain.

Key takeaways

  • →The NISS is an 11-digit social security number from Segurança Social; the NIF is a separate 9-digit tax number from the tax authority. They are different numbers from different authorities, and you need the NIF first, because Segurança Social won't issue a NISS without one.
  • →Getting a NISS directly from Segurança Social is free. Realistic timelines: online requests can resolve in days, employer-submitted requests typically land in ~3 weeks, in-person applications commonly take 3–4 weeks. No official deadline is published.
  • →You don't need a NISS before signing a job contract. It works the other way round. The contract is what your employer uses to request the number for you.
  • →Since April 2025, AIMA's 'complete application' rule means a missing NISS can block residence permit renewals. D7 holders with no Portuguese work income have had renewals queried over it, so get it into your file rather than arguing the theory.

NISS vs NIF: the confusion, settled

This is the single most misunderstood bit of Portuguese bureaucracy, so let's settle it in plain terms:

  • NIF (Número de Identificação Fiscal), a 9-digit tax number issued by the Tax Authority (Autoridade Tributária). You need it for almost everything: bank accounts, leases, visas, utilities. Our NIF guide covers how to get one from abroad, and our what a NIF is, in plain terms covers the number itself and where it is used.
  • NISS (Número de Identificação da Segurança Social), an 11-digit social security number issued by Segurança Social. It records your social security contributions and you need it to work legally or go self-employed in Portugal.

They are different numbers from different authorities and for different purposes. Most people end up needing both, but not at the same time. The NIF comes first (nothing works without it); the NISS arrives when work enters the picture.

Who actually needs a NISS?

  • Employed by a Portuguese company: yes. Your employer registers you with social security, and they're usually the ones who request the NISS for you. That is one less thing for you to handle.
  • Self-employed or freelancer in Portugal: yes. You need it to register your activity and issue invoices (recibos verdes), and it has to be in place before the first invoice goes out, not after.
  • D7 holder with no Portuguese work income: you pay no contributions, but since April 2025 AIMA's "complete application" rule has made a missing NISS a renewal blocker. It is worth having in your pocket even if the theory says you don't need it.
  • D8 nomad working remotely for a foreign employer: It is possible, depending on your situation. Physically working in Portugal can pull you under Portuguese social security even with a foreign employer, unless a bilateral social security agreement between the countries says otherwise. This is genuinely decided case by case, so get advice instead of guessing. Our D8 guide goes deeper on the visa side of this.
  • Retiree on passive income, not working: generally does not need a NISS.

Don't pay for what the state gives away free

A NISS requested directly from Segurança Social costs nothing. Several private services sell "NISS packages" in the €149–169 range. What you're buying is someone handling the forms and chasing the follow-up, which can be worth it from abroad. But the number itself is free, and anyone implying there's an official fee is misleading you.

The 5 ways to get a NISS

1. Online via Segurança Social (fastest for most people)

Foreign citizens without a NISS can apply through the official Segurança Social online process, which includes a biometric identity check. If the check can't be done remotely, you'll be pointed to a video appointment booked by phone or at a Social Security office. When it works, this is the quickest route by a mile, taking days rather than weeks.

2. Through your employer (easiest if you have a job)

If you have signed a contract, your employer requests the NISS for you after registering the employment in Segurança Social Direta. You don't need the number first. The contract is what the request is based on. Allow around 3 weeks, and don't assume HR has done it. Ask for confirmation in writing.

3. Joint application at an Espaço Cidadão

At participating Espaços Cidadão (about a dozen locations), you can request the NIF, NISS, and SNS health-user number in one go. This is efficient if you're already in Portugal and near one of them. Check participation before you travel, because not every Espaço Cidadão offers all three.

4. In person at a Social Security office

This is the traditional route. You take your documents in hand to your nearest Segurança Social desk. Check whether your office wants an appointment or takes walk-ins. Expect a few weeks to a couple of months, with the number posted to your Portuguese address.

5. Via AIMA's NISS processes

AIMA has been folding the NISS into its own systems: there's now a specific web form to insert your NISS into renewal files (with answers promised within 3 business days), and the agency has signalled it will assign NISS numbers at certain regularisation appointments. If you're going through AIMA anyway, ask whether your appointment covers it. But as with all AIMA announcements, treat implementation timelines with a pinch of salt.

Document checklist

  • Passport scan: a scanned copy specifically. Photos are not accepted for the online route
  • Portuguese NIF: yes, you need the tax number first. Without a NIF, you cannot get a NISS.
  • Proof of residence in Portugal: for non-EU citizens, your residence permit (both sides) or the receipt of your residence application; for EU citizens: the CRUE registration certificate
  • Work evidence: an employment contract, self-employment registration, or a declaration of intent to work, depending on your route
  • Request ID (online route): save it the moment you apply. You'll need it plus your email and date of birth to track the request

Real timelines

RouteRealistic timelineNotes
Online via Segurança SocialDaysWhen the remote biometric check works, this is the fastest route by far
Through your employer~3 weeksGet HR's confirmation in writing; don't assume it's filed
Via a private service2–3 weeks typicalYou're paying for hand-holding, not speed. The state still sets the pace
In person at a Social Security office3–4 weeks, sometimes longerThe number is posted to your Portuguese address, so make sure it's current

Cost: nothing when you apply directly to Segurança Social. There's no official published deadline, so treat the ranges above as what actually happens, not promises. If yours seems stuck, the Segurança Social helpline (210 545 400 or 300 502 502, weekdays 9:00–18:00) can check the status.

Edge cases

D8 nomad with a foreign employer

This is the tricky one. If you're physically working in Portugal for a foreign employer, Portuguese social security may claim you, unless your country has a social security agreement with Portugal (the US, UK, and EU states all do, with different mechanics, typically an A1/E101-style certificate of coverage). This is the one NISS question worth paying a cross-border accountant for.

Couples

Each working adult needs their own NISS. If only one partner works, only one needs one, but remember the AIMA renewal angle for the non-working partner on a D7.

Changing employers

Your NISS follows you for life. A new employer uses the same number. They just register the new employment relationship against it. There is nothing to re-apply for.

Losing your job

The number stays yours. It's also what ties you to unemployment benefits and the health system while you're between jobs. That is another reason not to treat it as disposable.

Students and minors

If you are not working, you don't need one. It becomes relevant the day a part-time contract or internship appears.

What can go wrong

  • Applying before you have a NIF. Segurança Social bounces the application. The chain is visa → NIF → bank account → contract → NISS. Skip ahead and you hit a closed door.
  • The remote biometric check fails. Then you're booking a video appointment by phone, and the booking line isn't always English-friendly. Budget extra days and have a Portuguese speaker on standby if your Portuguese is shaky.
  • Losing your request ID. Online tracking needs the request ID plus your email and date of birth. Lose it and you're calling the helpline instead of checking online.
  • The number goes to an old address. In-person applications are posted to your Portuguese address. If you moved since applying, that letter is sitting in someone else's mailbox.
  • Renewal blocked over a missing NISS. Since April 2025, AIMA runs a "complete application" rule: all documents must be present and correct at the appointment, or the application gets rejected with no grace period. A missing NISS has stopped renewals cold.
  • Your employer never filed. "HR is handling it" is not a filing. Ask for written confirmation with a date; follow up at week three.

The right order of steps

Portuguese admin is a dependency chain. Follow it in order and nothing blocks:

  1. Visa: the correct residence visa before travelling (non-EU citizens)
  2. NIF: on arrival, or from abroad through a representative
  3. Bank account: needs the NIF; start early, it can be slow
  4. Job contract signed: no NISS needed yet; the contract triggers the next step
  5. NISS: requested by you or your employer once work is real
  6. AIMA appointment within your visa's validity; register at your local health centre for your SNS number

Skip ahead and you'll bounce: banks won't talk to you without a NIF, and Segurança Social won't issue a NISS without one either. Each number opens the next door. That is the whole game. Frequently asked questions

Is the NISS the same as the NIF?

No. The NIF is a 9-digit tax number from the Tax Authority; the NISS is an 11-digit social security number from Segurança Social. They serve different purposes and are issued by different authorities. Most working residents need both, with the NIF first.

How much does a NISS cost?

Nothing. Requesting a NISS directly from Segurança Social is free. Private services charge €149–169 for handling the paperwork and follow-up on your behalf, which is a convenience fee, not an official charge.

Do I need a NISS before signing a job contract in Portugal?

No. Employers can sign the contract first and then use it to request your NISS through Segurança Social Direta. The contract is the basis for the application, not the other way around. Allow ~3 weeks and get HR's confirmation in writing.

I'm on a D8 digital nomad visa working for a US company. Do I need a NISS?

Possibly. If you're physically working in Portugal, you may fall under Portuguese social security even with a foreign employer, unless a bilateral social security agreement covers you (the US and Portugal have one). This depends on your specific situation, so get professional advice rather than assuming either way.

How long does it take to get a NISS?

Online applications can resolve in days when the remote biometric check works; employer-submitted requests typically take around 3 weeks; in-person applications commonly take 3–4 weeks, sometimes longer. There is no official guaranteed timeline.

Can I apply for a NISS from outside Portugal?

Yes. Through the Segurança Social online process with a biometric identity check, or through a legal representative with power of attorney. You'll still need a NIF and proof of your situation in Portugal first.

Why is AIMA asking for my NISS at renewal?

Since April 2025 AIMA runs a 'complete application' rule: every document must be present and correct at your appointment, with no grace period for missing items. AIMA's systems now check for both NIF and NISS on file, and a missing NISS has blocked renewals. There's a specific web form to insert a missing NISS into your file. Use it before your appointment, not at it.
