What is a NIF in Portugal?
A NIF is a nine-digit tax number. It is issued by the Portuguese tax authority, the Autoridade Tributária e Aduaneira, usually shortened to AT or Finanças, and it identifies you to that authority for life. You will meet it before almost anything else in a move to Portugal, because banks, landlords, and visa offices all ask for it before they ask for anything else. This page explains what the number is, where it is actually used, who needs one, and what it is commonly confused with. For the three ways to get one, start with our main NIF guide. For the online route in detail, see our guide to getting a NIF online.

Key takeaways
- →A NIF, the Número de Identificação Fiscal, is a nine-digit tax number issued by the Autoridade Tributária e Aduaneira. It is permanent and never expires, and it stays the same whether you are registered as a resident or a non-resident.
- →It is a number, not a document in itself. The proof you receive is a certificate from the tax authority showing the number beside your name. Banks, landlords, and visa offices ask for the number, and the certificate proves it belongs to you.
- →You need one before almost everything else: a bank account first, then a lease or property purchase, utilities, a phone contract, a car, and any visa file. Employers need it for payroll, and self-employed workers issue recibos verdes against it.
- →Every adult needs their own NIF. There is no household or family number, and children with their own tax ties need one too.
- →A NIF is not residency, not a visa, not a social security number, and not a fiscal representative. The social security number is the NISS, a separate eleven-digit number from a different authority, and most working residents end up with both.
The definition, in plain terms
NIF stands for Número de Identificação Fiscal, which translates as tax identification number. You will also hear it called the fiscal number or the número de contribuinte, which means taxpayer number. All three names mean the same nine digits. The number is made up of eight sequential digits plus a final check digit, and numbers issued to foreign citizens currently start with 3. That first digit is just how the system classifies the holder. It carries no extra meaning for you.
The important part is what the number does. It is your identity in the Portuguese tax system. Every invoice, tax return, contract, and piece of official correspondence that involves you and money ties back to it. Once it is assigned, it never changes. Moving house does not change it, changing your visa status does not change it, and leaving Portugal does not cancel it. If you come back years later, the same number is still yours.
Portuguese citizens receive a NIF automatically with their citizen card. Everyone else has to request one, and anyone can request one regardless of citizenship or residency. You do not need to live in Portugal, hold a visa, or own property to get a NIF. You need a reason the tax authority recognises, and in practice that means any genuine financial or contractual activity in Portugal, from opening a bank account to signing a lease.
A number, not a document
People often talk about getting their NIF document, and that causes a small confusion worth clearing up. The NIF itself is just the nine digits. What you receive at issue is a certificate from the tax authority, a page showing the number beside your full name and your tax address. That paper is the proof, and it is what banks and notaries want to see. Keep a scan of it somewhere safe, because you will be asked for it more than once.
There is also an optional plastic tax card that carries the number, for a small fee. You do not need it. Nobody asks for the card. They ask for the number, and the certificate proves it. Save the fee and keep the certificate instead.
Where you actually need one
The honest answer is almost everywhere money or a contract is involved. The table below covers the situations that come up first for most newcomers, in the order most people hit them.
| Situation | Why the NIF is needed |
|---|---|
Bank account | No Portuguese bank opens an account without a NIF on file. This is the first place most newcomers hit the requirement, and it is why the NIF usually comes before everything else. |
Lease or property purchase | Landlords, estate agents, and notaries all ask for the number. A rental contract and a purchase deed both carry it, and the property tax bills that follow are issued against it. |
Utilities and phone contracts | Electricity, water, internet, and mobile contracts are all issued in your name with your NIF attached. Without one, most providers will not open an account for you. |
Car purchase and registration | Buying and registering a car in Portugal requires the number, for the sale paperwork and for the annual road tax that follows. |
Visa applications | D7, D8, and Golden Visa files all ask for a NIF. Consulates and immigration offices treat it as basic evidence that your move is real and already underway. |
Taxes and IRS returns | The NIF is how the tax authority knows you. Income tax returns, property tax bills, and any refund all run through this number. |
Work and self-employment | Employers need it for payroll. Self-employed workers register their activity under it and issue recibos verdes, the green receipts, against it. |
The order matters. Because the bank account needs the NIF and the lease often needs the bank account, the NIF usually comes first in the whole sequence, even before arrival. That is why so many people apply from abroad: not because the number is hard to get in person, but because everything else waits on it. For the full document list, see our NIF documents checklist.
Who needs one
Every adult needs their own NIF. There is no joint number for a couple and no family number for a household. If two people buy a property together, both numbers go on the deed. If both open a joint bank account, both numbers go on the file. Children follow the same rule when they have their own tax ties, for example inherited property, and a parent makes the request on their behalf. Our guide to NIFs for minors and families covers the family cases in full.
A company is a different case. A company does not get a personal NIF. It gets its own company tax number when it is incorporated, and every director and shareholder still needs a personal NIF first, so the personal numbers have to be sorted before the company file starts or the company file stalls waiting on them. Our NIF for companies guide covers the company number and what has to be ready before incorporation.
The number itself is free. The tax authority charges no fee for issuing a NIF, at a tax office or through a representative. What costs money is the help around it: a filing service, a fiscal representative, or a lawyer. Our NIF cost guide adds up what each route really costs, including renewals.
NIF versus NISS: the confusion, settled
The mix-up that costs newcomers the most time is between the NIF and the NISS. The names look alike, both are numbers the Portuguese state issues to you, and most working residents end up with both. They are not the same number, they come from different authorities, and getting one does not give you the other.
| NIF | NISS | |
|---|---|---|
Full name | Número de Identificação Fiscal | Número de Identificação da Segurança Social |
What it is | Tax number | Social security number |
Issued by | Autoridade Tributária e Aduaneira (Finanças) | Instituto da Segurança Social |
Digits | 9 | 11 |
Used for | Bank accounts, leases, contracts, taxes | Employment, contributions, benefits, pensions |
Order | First. Get this before anything else. | Second. You need the NIF before Segurança Social issues one. |
The practical rule is simple: NIF first, NISS second. Segurança Social will not issue a NISS without a NIF on file, and you need the NISS once you work in Portugal, as an employee or self-employed, because it is the number under which your contributions are recorded. If you are moving to work, plan for both. If you are moving without working in Portugal, the NIF alone may be all you ever need. Our NISS guide covers the second number in full.
A NIF is not a fiscal representative
What a NIF is not
Holding a NIF does not make you a tax resident. It does not give you residency, it is not a visa, and it does not prove you live in Portugal. It is simply the number that identifies you in the tax system, and plenty of non-residents hold one without ever living in the country. Tax residency is a separate question, decided mainly by where you spend your days, and it is possible to hold a NIF for years as a non-resident.
It is also not the same as a fiscal representative, as the warning above explains, and it is not your social security number. If a form asks for your NIF, give the nine-digit number. If it asks for your NISS, that is a different eleven-digit number, and giving the NIF in its place will stall the form.
Two practical pointers round out the picture. First, the processing time: in person the number is usually issued the same day, while the online route takes a few working days once documents are accepted. Our NIF processing time guide breaks the timelines down route by route. Second, if you apply from abroad and you need a representative, the representative route is the one place where a power of attorney enters the picture, and the signature rules for it are stricter than most people expect. Our guide to getting a NIF without a fiscal representative explains when you can skip the representative entirely.
That is the whole picture. A NIF is nine digits, issued once, kept for life, and needed before almost everything else in Portugal. Get it early, keep the certificate safe, and the rest of the move gets noticeably easier.

Frequently asked questions
What is a NIF in Portugal?
A NIF, the Número de Identificação Fiscal, is a nine-digit tax identification number issued by the Portuguese tax authority, the Autoridade Tributária e Aduaneira. It identifies you in the Portuguese tax system for life and never expires.
Is a NIF the same as a tax number?
Yes. NIF, fiscal number, and número de contribuinte are all names for the same nine-digit number. It is the number banks, landlords, and the tax authority ask for.
Do I need a NIF if I do not live in Portugal?
You need one if you have financial or contractual activity in Portugal, such as a bank account, a property, or a visa application. Anyone can request a NIF regardless of citizenship or residency.
What is the difference between a NIF and a NISS?
The NIF is a nine-digit tax number from the tax authority, used for banking, contracts, and taxes. The NISS is an eleven-digit social security number from Segurança Social, used for employment, contributions, and benefits. Most working residents need both, and the NIF comes first.
Does a NIF expire?
No. A NIF is issued once and kept for life. It stays the same whether you are registered as a resident or a non-resident, and leaving Portugal does not cancel it.
Is a NIF the same as residency or a visa?
No. A NIF is not residency, not a visa, and not proof that you live in Portugal. It is only your identification number in the tax system. Tax residency is decided separately, mainly by where you spend your days.
Does every family member need their own NIF?
Yes. Every adult needs their own NIF, and children with their own tax ties need one too. There is no household or family number.
Is a NIF free?
Yes. The tax authority charges no fee for issuing a NIF. What costs money is the help around it, such as a filing service, a fiscal representative, or a lawyer.
