Fiscal representatives compared: what you'll actually pay in 2026
A fiscal representative is the one Portuguese admin cost that never shows up on anyone's homepage. Providers quote you a year-one price and bury the renewal. Since the 2022 law change, a third of buyers don't need a rep at all. Here's the real price range, the renewal math, and which setup wins for your situation.
Last checked: October 2026

Key takeaways
- →Standalone fiscal representation runs €99–€500/year. The market clusters around three tiers: budget online services from €99, NIF-service renewals around €79–149, and lawyers or accountants at €150–400.
- →Non-EU buyers getting a NIF from abroad: the bundled rep is almost always cheapest. A standalone rep costs more than the whole NIF package at several providers.
- →Under Decree-Law 44/2022 you can drop the rep entirely by activating electronic notifications on the Portal das Finanças. If all you hold is a NIF, that €0 option beats every provider.
- →The obligation is real when a tax relationship exists: property, a car, a Portuguese job, or self-employment as a non-EU resident means a rep within 15 days. Fines run €75–€7,500.
The short answer
Getting a NIF from abroad as a non-EU citizen? Don't buy a standalone rep. Buy a NIF package that bundles one. Novomove bundles 12 months at €79 and Anchorless at €99, so you'll pay less than a standalone rep alone. Our NIF service comparison has the full breakdown.
Own property in Portugal but live abroad? You need an annual rep, full stop. Budget €150–250/year for a specialist like PortuTax or €350 for a lawyer-backed one, because the property is the tax relationship and the 2022 waiver doesn't apply to you.
EU citizen or NIF-only holder? You can probably skip the rep entirely. Activate electronic notifications on the Portal das Finanças and pay €0. Our fiscal rep guide walks through the exact conditions.
The rest is the evidence: the price table, the three questions that decide your answer, and the red flags that mark a rep to avoid.
What fiscal representation costs in 2026
There's no price list for this. Nobody publishes one. So here are the public prices we found in October 2026, plus the tiers every provider fits into. All are annual, per person, VAT excluded unless stated.
| Provider / type | Annual price | What's included |
|---|---|---|
| Budget online service (e.g. Jobbatical) | from €99/year | Representation + mail forwarding; filings extra |
| NIF-service renewal (Novomove, Anchorless & co.) | ~€79–149/year | Rep only; you must renew to stay represented |
| Specialist (PortuTax) | ~€150–250/year | Rep + tax mail handling; bundles with NIF and rental filings |
| Lawyer-backed (GetNIFportugal) | €350/year | Portuguese lawyer as your rep; NIF request included first year |
| Accountant or law firm | €150–400/year | Rep + tax advice; the wide range reflects complexity |
| DIY: electronic notifications | €0 | No rep at all; valid only if you have no tax relationship |
One number providers won't volunteer: the first-year bundled price is the hook. Novomove's €79 package and Anchorless's €99 package both include 12 months of representation. From year two you're paying the renewal. Check it before you buy, because it's the price you'll pay for years.
Three questions that decide your answer
1. Do you actually need one?
This is where most buyers overspend. Since 1 July 2022 (Decree-Law 44/2022), a third-country national can waive the fiscal-rep obligation entirely by subscribing to the electronic notifications channel on the Portal das Finanças. If you hold a NIF and nothing else (no property, no car, no Portuguese income), the cheapest rep is no rep.
The obligation kicks in the moment a tax relationship exists. If you own a flat in the Algarve, have a car registered in your name, sign a Portuguese employment contract, or start freelancing, you need a rep within 15 days. That's an AT circular, not provider marketing, and the fines (€75–€7,500) are real.
2. Are you getting the NIF at the same time?
If yes, buy the bundle. Every legitimate online NIF service acts as your fiscal representative for the application. That's how remote applications work. Most also throw in a year of representation. A standalone rep on top of a NIF package is paying twice for the same thing.
The exception: lawyers who quote €300–700/year for representation plus legal work. If you're buying a property, that bundled legal advice can justify the premium. If you're not, it won't.
3. Who reads your tax mail?
A fiscal representative's core job is unglamorous: receive Finanças correspondence, forward it to you, and keep your address current. The difference between a €99 service and a €350 one is mostly response speed and whether a qualified person interprets the letters. For property owners, the €150–250 tier buys meaningful peace of mind: IMI deadlines and capital-gains filings are expensive to miss.
Pick your situation
Non-EU citizen, NIF only, planning a move
Buy a bundled NIF package with a year of representation included (€79–€99). When the year ends, if you've moved to Portugal and updated your tax address, you don't need a rep at all. If you haven't moved and hold only the NIF, switch on electronic notifications and drop the rep.
Property owner living abroad
You need an annual standalone rep in the €150–250 tier. You need IMI notices forwarded, and you want someone who'll flag a rental-income filing obligation before Finanças does. A lawyer-backed rep (€350) makes sense if you also need capital-gains advice on a future sale.
Rental income from a Portuguese property
The rep is mandatory, and monthly or quarterly filings add up. Look for a package that bundles representation with rental tax filings rather than paying per-filing on top. PortuTax discounts bundled NIF + rep + rental filings.
EU/EEA citizen
You were never in the mandatory group. Activating electronic notifications on the Portal das Finanças is free and covers you. Don't let anyone sell you €200/year of peace of mind for an obligation that doesn't exist.
Business or self-employed activity
You need more than a mailbox. VAT-liable activity keeps the representation mandate regardless of the 2022 waiver, and you want an accountant, not a form-filler. Budget €150–400/year and check they're OCC-registered.
The one rule that costs people money
How appointing (and dropping) one works
Appointing: you sign a power of attorney, and the provider registers it with Finanças, or your rep accepts the designation in person at a Finanças branch. You don't need to be in Portugal. Once you're in the Portal das Finanças yourself, you can also nominate a rep directly (Citizens → Services → Registration Data → Representative → Submit Nomination → IRS).
Dropping: the obligation ends when your tax residence changes. Update your NIF address to a Portuguese one on the portal, and the mandate falls away. Or activate electronic notifications. One caution the /fiscal-representative/ guide flags: once subscribed, you can't cancel that subscription without appointing a rep first. Don't subscribe in a panic to dodge year two.
Red flags
- No written representation agreement. Legitimate reps draft a power of attorney. Without paperwork, there is no accountability.
- "Required by law" pressure on EU citizens. It isn't. Anyone who tells you otherwise is selling.
- Renewal price hidden until checkout. The pattern we keep seeing: €79 first year, €149 from year two. Ask before you pay year one.
- Mail forwarding with no forwarding. Check reviews for the phrase "never forwarded": a rep that sits on your tax letters is worse than none.
- NIF services that vanish after delivery. Your rep needs to exist in year two. Six provider reviews (Anchorless, Bordr, e-Residence, NIFOnline, Novomove, Visas.pt) show how we separate the durable from the disposable.

How much does a fiscal representative cost in Portugal in 2026?
€99–€500 per year, per person. Budget online services start around €99, NIF-service renewals run €79–149, specialists like PortuTax charge €150–250, and lawyer-backed representation costs around €350. Prices exclude VAT and filings are usually extra.
Do I still need a fiscal representative in Portugal in 2026?
Not always. Since Decree-Law 44/2022 (1 July 2022), non-EU residents can waive the obligation by subscribing to electronic notifications on the Portal das Finanças, provided they have no tax relationship in Portugal. It becomes mandatory if you own property or a car, hold a Portuguese job, or carry out self-employed activity, with 15 days to appoint one.
What's the cheapest way to get fiscal representation?
If you're also getting a NIF, buy a bundled NIF package. Novomove bundles 12 months at €79 and Anchorless at €99, which undercuts every standalone rep. If you only hold a NIF and have no tax relationship, electronic notifications cost €0.
Can a friend be my fiscal representative in Portugal?
Legally yes: any Portuguese resident over 18 can accept the role via power of attorney. Practically it's a bad idea: the representative becomes liable for your unpaid fines and notices. Professional services exist at €99–150/year, which is cheap insurance against a strained relationship.
What happens if I don't appoint a fiscal representative when required?
Fines start at €75 and run to €7,500. Finanças can also block property transfers, freeze bank deposits, or mark your NIF inactive. Unanswered assessments can jeopardize Golden Visa renewals and citizenship applications.
How do I cancel a fiscal representative I no longer need?
Once you become a Portuguese tax resident, update your NIF address to a Portuguese one on the Portal das Finanças and the mandate ends. Non-residents can also activate electronic notifications to waive the obligation. Check with your provider first, as cancelling mid-contract may not refund the annual fee.
