How to cancel or change a fiscal representative in Portugal

Cancelling and changing sound like the same job, and they are not. Cancelling ends representation completely. Changing swaps one representative for another, with no break in between. This page keeps the two apart and walks through each one step by step, including the confirmation check that most people skip. For the full rules on who must appoint a representative in the first place, start with our fiscal representative guide. For what representation costs and what the renewal really runs to, see our guide to fiscal representative costs.

Key takeaways

  • →Cancelling and changing are two different actions. Cancel when the reason for the appointment has ended, usually because you moved to Portugal and became tax resident. Change when you still need representation but want a different firm.
  • →Tell the tax authority, not just your provider. Notify Finanças through e-Balcão on the Portal das Finanças, then confirm the change is actually registered on your record.
  • →Never leave a gap. When you switch representatives, appoint the new one before you release the old one, so tax mail always has a destination.
  • →Never just stop paying. A lapsed payment does not cancel the appointment, and tax mail keeps going to a representative who is no longer yours.
  • →Each appointment is per person. A couple cancels or changes individually, and a child with their own tax tie needs their own change too.

The short answer

You can revoke a fiscal representative appointment at any time. There is no minimum term imposed by the tax authority, though your contract with a provider may have its own notice period and refund rules, so check that before you act. The move itself is a notification to Finanças, usually filed through e-Balcão on the Portal das Finanças. The part people get wrong is treating the notification as the finish line. It is not finished until you can see the change on your own record, either a new representative listed or no representative listed at all, on a fresh NIF document.

Before you start, settle one question. Do you still need representation at all? If you moved to Portugal, updated your tax address to a Portuguese one, and now live here for 183 days or more in a year, the answer is usually no. If you still live abroad and still hold Portuguese property, a car, a job, or self employed activity, the answer is usually yes, and what you need is a change, not a cancellation. Our guide for non-residents works through each situation in turn.

ActionWhen to use itWhat you end up withWatch out for

Cancel outright

You moved to Portugal and became tax resident, or the tax tie that forced the appointment has ended. No representative at all. Tax mail comes to you, either at your Portuguese address or through electronic notifications.Cancel only once the reason for the appointment is genuinely gone. Cancelling while a tax tie still exists leaves you in breach.

Change to a new representative

You still need representation, but you want a different firm, a cheaper renewal, or a representative who answers faster. The new representative takes over. Your NIF number stays exactly the same. Only the name on the appointment changes.Appoint the new representative before you release the old one. A gap between the two leaves tax mail with nowhere to go.

When to cancel outright

The usual trigger is a move to Portugal. Once you are tax resident here and your tax address is a Portuguese one, a representative serves no purpose, because Finanças can reach you directly. That is the moment to cancel, and it is also the moment most people forget. The D7 and D8 lifecycle makes this concrete. You appoint a representative abroad to get the remote NIF, you move, you settle, and then a year of renewals rolls on quietly because nobody ever filed the cancellation. Put the cancellation in your calendar for the week you move, not for the month the renewal invoice arrives.

The other trigger is the end of the tax tie itself. You sold the property, closed the bank account, ended the freelance activity, and nothing ties you to the Portuguese tax system any more. The same rule applies. Cancel formally, and confirm it. One caution belongs here. If your activity is subject to VAT, representation stays mandatory regardless of the other changes, so a VAT liable activity is a reason to pause and check before you cancel anything.

Cancelling on becoming resident has a companion step. Your tax address must actually be the Portuguese one before the cancellation makes sense, because Finanças needs somewhere to send your mail. Our guide to changing your NIF address covers the three move cases separately, including moving to Portugal from abroad.

How to cancel, step by step

First, tell your current representative that you are leaving, and check the contract for a notice period or a refund rule. Some annual fees are non refundable mid-term, and that is a contract matter, not a tax authority matter. Knowing it in advance avoids a surprise when the fee does not come back.

Second, file the change with Finanças. The usual route is e-Balcão on the Portal das Finanças. Log in, open the e-Balcão helpdesk, register a new question, and file it under the taxpayer registration area with the subject Cancelamento de Representação Fiscal. In the message, name your current representative and give their NIF number, which appears on your NIF document, along with your own name and NIF. If you do not have portal access, your representative can file on your behalf, or you can visit a Finanças office in person.

Third, confirm the cancellation is registered. Log back into the Portal das Finanças and check that no representative is listed on your record, or download a fresh NIF document and check the representative section on it. A reply from Finanças is not the same as a changed record. The changed record is the proof. Processing times vary, and recent reports from people filing this request range from a few working days to several weeks, so do not treat silence in the first week as a rejection.

Fourth, only then stop paying. If you cancel the payment before Finanças records the change, you risk the worst of both worlds. The provider stops forwarding your mail, and Finanças still sends it to them.

Stopping payment does not cancel anything

The appointment lives on the tax authority record, not on your subscription. If you quit paying without filing the cancellation, tax mail keeps going to a representative who is no longer forwarding it to you. Missed IMI bills and blown response deadlines are the usual damage, and they cost more than the renewal you were trying to save.

How to change to a new representative

Changing is a handover, and the order matters. Start by choosing and appointing the new representative, not by firing the old one. The new appointment is normally made through the Portal das Finanças, under the taxpayer registration area, where the new representative is nominated. The appointment is not complete when you submit the nomination. The new representative must accept it, and only then does the change take effect on your record.

Once the new representative has accepted, confirm the change the same way as a cancellation. Check your record or a fresh NIF document and make sure the new name is the one listed. Then tell the old representative that the handover is complete, and settle any final fee or notice period under the old contract. That sequence, new first, old second, is what keeps coverage continuous. A representative who resigns before the replacement is registered leaves tax mail in limbo, and limbo is where deadlines get missed.

If you are switching providers rather than switching to a friend or an accountant, the new provider usually handles the filing for you. You will typically sign a power of attorney authorising them to act, and they notify Finanças of the change. The confirmation step is still yours. Ask for the updated NIF document showing the new representative, and check it yourself rather than taking a confirmation email at face value.

The no-gap rule, in practice

Tax notifications in Portugal often carry short response windows, sometimes as little as ten to fifteen days. A gap of even a few weeks can swallow a whole window. That is why the handover order is not a nicety. It is the whole point of doing a change carefully. Overlap the two appointments by a few days if the contracts allow it. A few days of double coverage costs little, and it is far cheaper than a missed bill.

The same logic applies in reverse. If your current representative resigns, or a provider stops trading, do not wait for the dust to settle before appointing a replacement. Appoint the replacement first, or switch on an accepted electronic notification channel if you are eligible for that route, and then sort out the old appointment. Coverage first, paperwork second.

Per person, every time

Representation is appointed per person, not per household, and it is cancelled and changed per person too. A couple who both hold tax ties must each file their own change. A child with their own tax tie, for example inherited property, needs their own change as well, made by a parent. Filing one change and assuming the household is covered is a common miss, and it leaves one person still paying, or still unrepresented, without realising it.

The same per person rule applies to the documents you will need. Your NIF document shows your current representative, and the filing steps in our guide to NIF documents explain what Finanças expects to see on file. If you are also changing address at the same time, file the address change first or alongside the representative change, so the record Finanças holds at the end of the process is correct in both respects.

Three traps to avoid

Letting a renewal lapse. Letting a renewal lapse is not a cancellation. The appointment stays on your record, the provider stops forwarding your mail, and the next tax letter goes unread. Cancel formally or change formally. Lapsing is neither.

Cancelling before you have another channel. If you still live abroad and still hold a tax tie, cancelling without appointing a replacement, and without an accepted electronic notification channel in place, leaves you in breach of the appointment duty. The 15 day clock for appointing a representative runs from the tax tie arising, and it does not pause while you shop around. If the electronic notification route is your plan, get that channel active first, then cancel. Our guide to electronic tax notifications walks through the activation steps and the confirmation check.

Forgetting the provider contract. The tax authority record and the commercial contract are two separate things. Finanças does not cancel your subscription for you, and your provider does not notify Finanças when you stop paying. Both steps need doing, and the tax authority step is the one that protects you.

What about the cost of switching?

Filing the change with Finanças carries no government fee in itself. The costs are commercial. A new provider charges its own annual fee, the old provider may keep the remainder of a prepaid year under its contract terms, and an overlap of a few days may mean paying two providers at once for a short period. That overlap is worth it when the alternative is a gap. Frequently asked questions

Can I cancel my fiscal representative in Portugal at any time?

Yes, as far as the tax authority is concerned. You notify Finanças of the change, usually through e-Balcão on the Portal das Finanças, and confirm the cancellation is registered on your record. Your contract with a provider may have its own notice period or refund rules, so check that separately.

How do I cancel a fiscal representative through e-Balcão?

Log into the Portal das Finanças, open e-Balcão, register a new question under the taxpayer registration area, and file it with the subject Cancelamento de Representação Fiscal. Name your current representative and give their NIF number from your NIF document. Then check your record or a fresh NIF document to confirm no representative is listed.

What is the difference between cancelling and changing a fiscal representative?

Cancelling ends representation completely, which suits someone who moved to Portugal and became tax resident, or whose tax tie has ended. Changing swaps one representative for another with no break in between, which suits someone who still needs representation but wants a different firm. Never leave a gap between the old and the new appointment.

Does stopping payment cancel my fiscal representative?

No. The appointment lives on the tax authority record, not on your subscription. If you stop paying without filing the cancellation, Finanças keeps sending your tax mail to a representative who is no longer forwarding it. Cancel formally and confirm the change is registered before you stop paying.

How long does it take to cancel or change a fiscal representative?

It varies. Some requests are processed within a few working days, while recent reports from people filing through e-Balcão range up to several weeks. The confirmation step matters more than the wait: check your record or a fresh NIF document rather than assuming the filing went through.

Can I change my fiscal representative if I still live abroad?

Yes. Appoint the new representative first, make sure they accept the nomination on the Portal das Finanças, confirm the new name on your record, and then release the old one. If you still hold a Portuguese tax tie, you need continuous coverage, either a representative or an accepted electronic notification channel.

Do I need to cancel separately for each family member?

Yes. Representation is per person, not per household. A couple must each file their own change, and a child with their own tax tie needs their own change too, made by a parent.
