Electronic tax notifications in Portugal: the free way to skip a fiscal representative

Since July 2022, a non-EU resident with a Portuguese tax tie has had a choice. You can appoint a fiscal representative and pay an annual fee, or you can activate electronic notifications and pay nothing. The notifications route is free, it is written into the General Tax Law, and it works. It also has a catch that matters before you commit, so this page walks through the three accepted channels, the order of the steps, and how to confirm the waiver is actually in force. For the full rules on who must appoint a representative in the first place, start with our fiscal representative guide.

Key takeaways

  • →Decreto-Lei 44/2022, in force since 9 July 2022, lets a non-EU non-resident skip the fiscal representative by subscribing to one of three electronic notification channels. The waiver costs nothing.
  • →Any one channel does the job: the electronic notifications system on the Portal das Finanças, the ViaCTT electronic mailbox, or the public notifications service tied to the single digital address.
  • →You cannot activate a channel until you can log into the Portal das Finanças, and the password arrives by post at the tax address on file, usually through your representative. Expect 5 to 10 business days, then a further wait for activation.
  • →A signup screen is not proof. Check the channel status on the portal itself and confirm it shows as active, not pending.
  • →Leaving the system is a one-way door. You can only cancel an adhesion by appointing a representative first. VAT-liable activity keeps representation mandatory no matter which channel you use.

The short answer

Before July 2022, the rule was simple and expensive. A non-EU non-resident with a Portuguese tax tie had to appoint a fiscal representative, full stop. Decreto-Lei 44/2022 changed that. Published on 8 July 2022 and in force from 9 July 2022, it rewrote article 19 of the General Tax Law so the representative became one of two options. The other option is to subscribe to an electronic notification channel. Either route satisfies the duty, and the notification route costs nothing.

The choice only matters once the duty actually arises. A non-EU non-resident who only holds a NIF, with no Portuguese property, car, job, or self-employed activity, has no duty to meet yet. The 15-day clock starts when a tax relationship begins, and at that point you appoint a representative or activate a channel. The full picture of who needs what lives in our fiscal representative guide, and the NIF-specific rules are covered in our guide to getting a NIF without a fiscal representative.

The cost comparison belongs on our cost page, so the short version is enough here. Notifications cost nothing. A representative costs an annual fee, and the renewal price is the figure that matters, not the first-year headline. See our fiscal representative cost guide for the full bands.

The three channels

The law names three accepted channels, and any one of them does the job. You do not need all three, and subscribing to two does not strengthen the waiver. It only doubles the inboxes you must check. Pick the Portal das Finanças channel unless you have a specific reason to choose one of the others, because it is the channel you will already be using for everything else tax related.

ChannelWhere it livesWho it suitsKeep in mind

Portal das Finanças notifications and summons

On the tax portal itself, under Gerir CanaisMost people. You need portal access anyway, so this is the natural pick. This is the channel most activation guides describe.

ViaCTT electronic mailbox

CTT, the Portuguese postal service, runs this electronic mailboxPeople who want official mail in a separate mailbox, or who set it up before 2023.Since 1 January 2023, subscribers to either of the other two channels do not need ViaCTT as well.

Public notifications service, single digital address

The government single digital address service, known as Morada Única DigitalPeople who want one address for notifications from public bodies beyond the tax authority. This is the broadest of the three, and it also counts as your waiver.

The sequence catch: portal access comes first

Here is the part that catches people out. You cannot activate a channel until you can log into the Portal das Finanças, and you cannot log in until you have the portal password. The password, called a senha, is not emailed to you. The tax authority posts it as a letter to the tax address on file, which is usually your representative address, and your representative forwards it to you. The standard wait is 5 to 10 business days.

That sequence sets the real timeline. Dropping a representative is a second step that happens weeks after the NIF arrives, not something you arrange at application time. Our guide to filing a NIF online as a non-resident covers the application steps, and our guide to NIF processing times sets out the waits at each stage, including the password letter.

Before you start the activation itself, confirm your email address on the portal. The activation guides list a confirmed email as a precondition, and a missing confirmation is a common reason the process stalls at the first screen.

How to activate on Portal das Finanças, step by step

First, log in to the Portal das Finanças with your NIF and your senha. Choose Iniciar Sessão at the top right, open the NIF tab, enter your number and password, and authenticate.

Second, open Gerir Canais, the channel manager, and look under Canais de Notificação for the Portal das Finanças row. Click Ativar. The status should change to Pendente Ativação, shown in yellow. That word means pending, not active.

Third, wait for the activation to take effect. The portal activates channel requests in monthly batches. A request filed on or before the 10th of the month normally takes effect on the 1st of the following month, while a request filed later takes effect on the 1st of the month after that. Plan around that, because the gap between clicking Ativar and the channel going live can be several weeks.

Fourth, confirm the activation on the portal status page itself. Go back to Gerir Canais and check that the status now shows as active, in green, rather than pending. A confirmation screen from the signup step is not proof. The status page is the proof, and it is the step most people skip.

Pending is not active

Until the status page shows the channel as active, the tax authority has not yet accepted electronic notifications as your delivery route. If your 15-day window is about to run out, appointing a representative is the safer way to meet the deadline, and you can switch to notifications afterwards.

ViaCTT and the single digital address

ViaCTT is the oldest of the three channels. It is an electronic mailbox run by CTT, the Portuguese postal service, and before 2023 it sat alongside the other routes as a separate subscription. That changed on 1 January 2023. From that date, anyone subscribed to the public notifications service tied to the single digital address, or to the Portal das Finanças notifications regime, is exempt from subscribing to ViaCTT. If you are starting now, you can ignore ViaCTT entirely and pick one of the other two.

The single digital address, Morada Única Digital, is the broadest option. It is a government-wide service, so the same address can receive notifications from public bodies beyond the tax authority. If you already hold a single digital address adhesion, check whether it covers tax notifications before you activate a second channel. For most people, though, the Portal das Finanças channel is the simpler choice, because it lives where your tax life already happens.

The one-way door

The waiver is easy to enter and awkward to leave, and that is the detail to weigh before you commit. Once you have subscribed to a notification channel, you cannot simply cancel the adhesion. Cancelling it only takes effect when a representative is appointed first. You move from a representative to notifications, and back to a representative if you ever leave the system. Our guide to cancelling or changing a representative covers the mechanics of that return trip.

The same one-way logic applies in the other direction. If you already have a representative, activating notifications does not cancel the appointment by itself. The appointment stays on your record, and the fees keep coming, until you cancel it separately through e-Balcão. Activate first, confirm the channel is live, and only then file the cancellation.

When notifications are not enough

One exception survives the 2022 reform. If your Portuguese activity is liable to VAT, a fiscal representative stays mandatory no matter which channel you subscribe to. The waiver does not cover that case, and it is worth checking before you cancel anything. The full set of scenarios, including property owners, people who move away from Portugal, and EU citizens, is covered in our guide for non-residents.

What actually arrives through the channel

Once a channel is active, it carries the mail that used to go to your representative. IMI property tax bills, IRS settlement notes, VAT notices, and citations in administrative cases all arrive through it. The channel is only useful if you read it, so make a habit of checking the portal. Deadlines on tax notices are short, and a message that sits unread can still cost you.

Three traps to avoid

Activating the channel and forgetting the representative. Notifications do not cancel an existing appointment. If you stop there, you keep paying a representative you no longer need. File the cancellation separately, and confirm it is registered, before you stop paying.

Treating pending as active. Pendente Ativação means the request is in the queue, not that the waiver is in force. Until the status page shows active, plan as though the representative duty still applies.

Switching the channel off with nothing in its place. If you ever leave the notifications system, appoint a representative first. Cancelling the adhesion without one leaves you in breach of the appointment duty, and the 15-day clock does not pause while you sort it out.

Frequently asked questions

Can electronic notifications replace a fiscal representative in Portugal?

Yes, for most non-EU non-residents. Decreto-Lei 44/2022, in force since 9 July 2022, rewrote article 19 of the General Tax Law so that subscribing to one of three electronic notification channels waives the duty to appoint a representative. The three channels are the Portal das Finanças notifications system, the ViaCTT electronic mailbox, and the public notifications service tied to the single digital address. VAT-liable activity is the main exception, and representation stays mandatory there.

Which electronic notification channel should I choose?

The Portal das Finanças channel suits most people, because it lives on the tax portal you already need for everything else. ViaCTT is the older postal-service mailbox, and since 1 January 2023 subscribers to either of the other two channels do not need it as well. The single digital address is the broadest option, since it can receive notifications from public bodies beyond the tax authority.

How long does it take to activate electronic notifications?

Longer than most people expect. You first need your Portal das Finanças password, which arrives by post at the tax address on file, usually in 5 to 10 business days. After you file the activation request, the portal activates channels in monthly batches. A request filed on or before the 10th of the month normally takes effect on the 1st of the following month, and a later request takes effect on the 1st of the month after that.

How do I know my electronic notifications are active?

Check the channel status on the Portal das Finanças itself, under Gerir Canais. The status should show as active, in green. A yellow Pendente Ativação status means the request is still in the queue. A confirmation screen from the signup step is not proof.

Can I cancel electronic notifications later?

Only by appointing a representative first. Cancelling an adhesion takes effect once a representative is appointed, so you move from notifications back to a representative rather than switching the channel off on its own. If you already have a representative, activating notifications does not cancel the appointment by itself. You must cancel it separately through e-Balcão.

Do I still need a fiscal representative if my activity is liable to VAT?

Yes. VAT-liable activity keeps representation mandatory regardless of which notification channel you use. Check this before you cancel a representative or rely on the waiver.

Does activating notifications cancel my existing fiscal representative?

No. The appointment stays on your tax record until you cancel it separately, usually through e-Balcão on the Portal das Finanças, and the fees keep coming until then. Activate the channel first, confirm it shows as active, and only then file the cancellation.
